Bhim Singh Requests Modi to convene All Party Meeting on J&K situation

Sub: Request to convene All Party Meeting on J&K situation.

Your Excellency, Sir,

    This is in reference to my earlier letters addressed to your honour regarding the disturbing situation in J&K. Besides, the issues raised earlier, I would like to submit that there is an urgent need to convene a meeting of National Integration Council (NIC) or a meeting of the representatives of all the national and state political parties which are operating in J&K, to discuss the present situation and work out an understanding with all the political parties (I don’t exclude participation of Hurriyat Conference). This is the time that the government should resort to political resolutions to the problems J&K has been facing. Rather, this is the battle that needs to be fought through ballot and not through bullet. I strongly plead that the Hon’ble Prime Minister should hold an all party meeting anywhere in Kashmir or Jammu or New Delhi so that the angry political activists are free to express their views in the presence of the national leadership.

1.    That the people of J&K have a recorded history that they believe in secular state of affairs and deserve justice by the government that be, may it be Union Govt. or Govt. of the State.

2.    That Govt. of India should announce that the people in J&K shall be governed by ballot and not by bullet. This is expected that Indian citizens residing in any region of J&K say, Ladakh, Kashmir or Jammu shall stand for secular ethos and democratic approach from the power that be to resolve all the internal or external problems that are being faced by the residents (Indian citizens) in J&K.

3.    That the fundamental rights enshrined in the Indian Constitution as mentioned in Chapter-III should be extended to all the residents of J&K (citizens of India) so that all the residents of J&K shall also enjoy the fruits of the fundamental rights as enjoyed by all Indian citizens in the rest of the country.

4.    That President Rule shall extend when Governor Rule in J&K comes to an end on December 19, 2018. The present Assembly in J&K which has become a liability on the state exchequer deserve to be dismissed so that the citizens of India in J&K shall get liberation from the present situation and feel for fresh era where every Indian citizen (residents of state) shall get justice, liberty and equal opportunity to earn, learn and prosper.

5.    That the Hon’ble Prime Minister should act as a judge to moderate in the present situation without projecting himself as a member or activist of one party or the other. The Prime Minister must act as a judge and hear all sides without prejudice with open mind before judging the democratic views of any political party operating in the state of J&K or otherwise.

6.    The Prime Minister must act as a judge presiding without taking any side. At the moment there is feeling that the Prime Minister is being guided/advised/briefed by the activist of BJP/RSS alone. Many shall dare not convey this situation to the Prime Minister may be they have their vested interests. Kindly consider this point.

7.    I had taken a similar stand when I called on Pt. Jawaharlal Nehru, the then Prime Minister of India in 1963 at Talkatora Youth Festival. I made a similar appeal to Prime Minister, Mr. Lal Bahadur Shastri when I called on him as a student of Aligarh Muslim University in the first week of January, 1966 when he was leaving for Tashkent, USSR. I had taken a similar stand that the Prime Minister of India should act as a Chief Justice of India and hear all sides/all factions from J&K whenever there is any crises so that the people of J&K shall honour the verdict of the Prime Minister as that of a judge (non-aligned party) and not a leader of a ruling political party. PM should take all political factions from J&K into confidence and listen to their woes and problems separately in silence and then consider the views of all as a judge and not as a leader of a particular political party. That is my view. You as the Prime Minister have a right to consider my views. 

I would like to convey feelings/suggestions to Shri Narendra Modi ji whom I met in 1992/93 on the Lawns of the UN Hall in New York. I again met him in Ahmedabad, Gujarat when you were the Chief Minister of Gujarat and conveyed with my conviction and strength that the problem of J&K cannot be cured through bullets or slogans or through any communal slogan or partisan approach or a political dogma. People of J&K had rejected both, the RSS as well as Jamat-e-Islami right from the beginning. In spite of present crises the people of J&K have not given up their commitment to human love, human understanding and love for peace. People of Jammu, Kashmir & Ladakh deserve human behaviour and human treatment from all sides. Present political system in India or political behaviour of any individual political party does not suit to cure the present situation in J&K. It does not need bullets or guns, solution lies in firing tanks of human love from all sides so that people in J&K shall also feel the glamour of democracy and benefits of the rule of law.
