Flexibility and return simplification to be ensured under the GST system   

New Delhi: 24th February: Deputy Chief Minister and Finance Minister of Bihar Sushil Kumar Modi who also heads the Group of Ministers (GoM) on GST Network (GSTN) said that our approach to e-Way Bill (EWB) system was very scientific.

He was addressing a meeting of GSTN held today in UIDAI Headquarter, Connaught Place, New Delhi.

Finance Ministers and Government representatives from various states like Odisha, Punjab, Andhra Pradesh, Karnataka, Chhattisgarh, Kerala, Telangana, Principal Secretary, Finance Department, Bihar Smt. Sujata Chaturvedi, GSTN chairman Ajay Bhushan Pandey, Infosys chairman Nandan Nilekani, GSTN CEO, GST Council members, DG NIC and others were also present in this meeting. Deputy CM Modi emphasized that flexibility and GST return simplification had a big role to play in new tax regime.

In this meeting GoM of IT committee for GST system reviewed the progress made in the implementation of the e-way bill system with National Informatics Center (NIC). Various available options on GST return simplifications were discussed by GoM. NIC presented the preparation made for the roll out the e-Way Bill system. After the meeting Deputy CM Shri Modi talked to media persons. He said that following generic observations had emerged during the meeting :

  • More than 9.5 Lakhs tax payers have registered on the e-way bill portal.
  • 8500+ unregistered transporters have enrolled as of now.
  • On daily basis, more than 6.5 lakhs e-way bills are being generated by the tax payers throughout India.
  • The tax payers from all the states are generating e-way bills.
  • All modes of e-way bill generations are being used.

            NIC also said that to take care of the all over India load, they have increased the capacity of the infrastructure to ensure that tax payers and transporters will not face any hurdles on the operations of the e-way bill system. NIC also presented the details of the load testing done to handle expected load and recommended phased implementation, starting with Inter-state first and then by Intra-state with few states in one lot.

            Shri Modi said that the GoM had discussed the roll out plan and decided to recommend to the GST Council the inter-state movement of goods through e-way bill system from 1st of April, 2018. And after stabilizing the inter-state movement for couple of weeks, roll out of the intra-state movement of goods through e-way bill system in phased manner will be started by adding 4-5 states per week.

            Shri Modi said we had to ensure protection of government revenue as well as convenience of tax payers. We are also harmonizing different views coming out in this regard. Adequate infrastructure is being created for simplification of technology.    

                        Deputy CM Modi said that we were monitoring and resolving IT challenges very successfully.
