Recently the rapist cum murderer  of a six-year-old girl in Ukalana Mandi, a suburban town of Hisar district in Haryana, has  crossed all the boundaries of brutality. In the midnight of December 8-9, an unidentified person abducted the minor girl from inside the ‘jhuggi’ ( Hut ) where she was sleeping with her mother and two siblings. However the mother could know about the incident only in the morning when the badly brutalized and blood stained dead body of the girl was found near the telephone exchange building . The doctors, doing the postmortem, stated that the assailant had inserted a wooden stick into the private parts of the victim girl, which ruptured her intestine and caused her death. A doctor in the medical board panel  said, “ It is inhuman.How a person can be so barbarian ?”

Every time the Rape issues are raised, highlighted in media, sympathetic crocodile tears are shed, word war of political  statements are fought,but no  concrete solutions are provided. The stalking incident stigma  of  Varnika Kundu DJ, a  bold daughter of an IAS officer, engraved in red letters  on the  walls  of city beautiful, Chandigarh has not yet vanished that another 22- year- old woman was allegedly gang-raped by an auto driver and his two accomplices in Mohali, a part of Tricity Chandigarh .

But  in  Haryana  state, proclaiming a successful  ‘ Beti Bachao-Beti-Padhao’ campaign,  Ukalana Mandi’s rape case is not the first brutal rape incident. In a previous incident of May,2017 a 23-years-old woman was abducted,gang-raped and murdered by hitting with a blunt object smashing her head, face and lower part of her body.  Before killing the woman, the barbarous rapists inserted sharp objects into her private parts.

Commenting over the May,2017 vicious act of the rapists, the Congress President,Smt. Sonia Gandhi had to express, “This savage and bone-chilling incident has shocked the conscience of  the nation, reminding each one of us about the crying need for revisiting the important issue of women safety and security.”

In another  similar incident occurred in Rohtak  of Haryana in February,2015, the sheer brutality of the crime was a reminiscent of Delhi’s ‘Nirbhaya’ case.  A mentally challenged  28-years –old Nepalese woman was gang-raped and murdered brutally by eight  persons. Here also the rapists reportedly inserted sticks and stones in private parts of the woman.

Awarding death sentence to seven men convicted of gang-raping  and murdering a mentally challenged woman in February,2015 case,Additional District and Sessions Judge Rohtak, Seema Singhal  said,  “I award the death sentence  to all these accused in the case, and they should be hanged till death.”

The honorable judge further added, “Besides a judicial officer, I am also a human being and can hear the groan of the victim.Women are still facing crime and discrimination  from males in our society and we still see gender bias in the system, but the judgment  should send a strong message to the people and that is the need of the hour.”

But, could the judgment send the strong message ? No. If we have a sight on figures released on November 30,2017  by National Crime Record Bureau in its 2016 report,rape cases recorded an increase of 12.4% in 2016 from 34651 cases in 2015 to 38947 in 2016. Also cases of crime against women have reported an increase of 2.9% in 2016 over the previous year. Haryana is high up at sixth spot in the country  with 9839 cases of crime against women in 2016. Rape cases have also risen from 1070 (2015) to 1187 (2016) in Haryana.  Rape of girls below 12-years has also shown a sharp increase from 35(2015) to 85(2016) in Haryana.

Generally after every rape incident,  the  society  and the public leaders issue advisory to the woman itself to be alert and not to do this or that. Commenting on the Mohali  auto rape incident,  actor cum politician and a BJP MP from Chandigarh, Kirron Kher also followed the same advisory path and said, “ The 22 year old victim woman should not have boarded the vehicle as three men were already sitting inside it”.  “I want to tell this girl and all other girls that if you see already three men sitting in the auto, you should not board it.I am saying this to protect girls,” Kirron Kher advised.

The  statement was strongly criticized on all the platforms.

Now the question arises why we are preventing to let out the sheep herd from the hedge instead of controlling the wolf ? If we can’t, then better we accept the ‘Jungle-Raj’ theory and allow the little mouse to fell prey to the claws of stealthy cat.

We may get some lessons  from Pope John Paul -11’s 1995  observations, “ Women have in every time and place suffered abuse, in part because of cultural conditioning, which has been an obstacle  to their progress. The time has come to condemn the types of sexual violence, which frequently have women for their object, and to pass laws which effectively defend them from such violence.”

So, the government and public representatives will have to  frame strict laws without any flaws ;  police and administration will have to enforce these laws without any laxity and the society will have to inculcate generosity,humanity and quality of excellence  in thoughts, manners and behavior  in the male segment of the society.
