Leena Dabiru of India Inclusive said, “We often tend to treat those in the services – be they civil or military, as though they are a breed apart. Every policy decision that affects our people, equally affects the members of the Civil Services, as indeed of the Armed Forces. Those still in service, being subject to their appropriate Army, Navy, and Air Force Discipline Acts, or the Code of Conduct for those in the Civil services, necessarily are bound to be discreet and to maintain silence. However this does not mean that they do not have responses, positions and views about the goings on in the country, its policies and its managers.”
