CPIM condemns amendments made by the AAP government in the “Delhi Slum and JJ Rehabilitation and Relocation Policy, 2015”
New Delhi. Delhi State Committee of the Communist Party of India (Marxist) strongly condemned the amendments made by the AAP government of Delhi in the “Delhi Slum and JJ Rehabilitation and Relocation Policy, 2015” by adding an income clause.
Now, only those slum households which have an annual income of up to Rs 3 lakh will be eligible for alternative housing under the policy. Earlier, a dweller who could furnish a proof of being the resident of a Jhuggi or a slum was entitled to rehabilitation and relocation.
Delhi State Committee Secretary of CPI(M) Com. K.M. Tiwari said, “There is no clarity in the “income clause”, so as to what exactly the “households” mean, for there are many slum households where almost all the adults earn to sustain the family. In effect, this clause will be used by the administration to limit the rehabilitation and will breed further corruption.”
“This “amendment” has been made in tandem with the Centre's PradhanMantriAwasYojna and it shows how both AAP and BJP are on the same side when it comes to the right of the slum dwellers”, added Com. K.M. Tiwari.
Com. Tiwari said, “This amendment is not only a betrayal of the long standing demand of the lakhs of slum dwellers in the capital for rehabilitation, but is also a departure from the promises made by AAP in its election manifesto. CPI (M) demands that any restrictive clause must be done away with and in-situ rehabilitation must be provided to all slum dwellers in the city (Wherever this is not possible, rehabilitation in the nearest possible location should be made).”
